It is a a strand of Erasmus+ Key Action 3 – Support for Policy Reform. Its aim is to identify, test, develop or assess innovative policy approaches to improve education and training system all over the participant countries.

    The funding for the co-financing of these projects is set out by the annual work programme 2019 and it accounts for EUR 12.000.000 – the maximum grant per project is EUR 500.000.
    Financial contribution from the EU cannot exceed 75% of the total eligible project costs.

    General objectives

    The general objectives of this call are:

    • to promote innovation in education and training fields through European cooperation at both policy and practice levels;
    • to empower key stakeholders in developing and mainstreaming policy innovation.

    The final goal is to provide in-depth knowledge on target group(s), together with learning, teaching or training situations and effective methodologies and tools that help policies to develop, as well as conclusions relevant for policy makers in education and training at all levels.

    The main characteristic of FLCPs is their “bottom-up” approach to innovation and promotion of such activities. In fact, they are not led by high-level political authorities, as the majority of the KA3.

    The main role in these projects is thus the one of the stakeholders – high-profile representative, with a proven record of excellence and state of the art knowledge, the capacity to innovate or generate systemic impact through their activities and the potential to drive the policy agenda in the fields of education and training.
